On May 1st, a new law took effect in Kanagawa Prefecture which banned cyclists from engaging in dangerous or distracting activities while riding a bike, such as using a cellphone or listening to music via headphones. Similar laws exist in other prefectures, such as Osaka, but this past Monday was the first time anyone was arrested or fined for being in violation of the law-- when a 15 year old high school girl was stopped for texting while biking.
"A police officer using a megaphone ordered the schoolgirl four times to stop looking at her phone as she rode, but she ignored him, so he stopped her and gave the teen a ticket, police said.
The girl, who faces a fine of up to 50,000 yen (about $618), admitted to the charges. 'I thought I’d be all right if I was only riding a bicycle,' she told the police."
